Import & Compliance

How Excavators Clear Customs in Nigeria

Nigeria combines a pre-shipment conformity assessment with inspection at the port of discharge. For regulated products the SONCAP Product Certificate (PC) is obtained at origin — in practice in China, before the goods are loaded — and is then used to obtain the SONCAP Certificate (SC) that customs asks for on arrival. Alongside it, the importer opens a Form M and obtains a Pre-Arrival Assessment Report before the vessel arrives.

What the importer has to do

  1. 1 Form M. Opened by the importer through an authorised dealer bank against the proforma invoice. This is the entry point for the whole import file.
  2. 2 Foreign exchange allocation. FX is sought against the Form M. Availability and timing here are the most common reason a Nigerian order slips, more often than any customs step.
  3. 3 SONCAP Product Certificate (PC). Obtained at origin before shipment through an appointed conformity assessment body. Intertek, Cotecna, SGS and Bureau Veritas appear on the appointed lists used for China-origin shipments.
  4. 4 Pre-Arrival Assessment Report (PAAR). Issued before the vessel arrives and used as the basis of the customs assessment.
  5. 5 Clean Report of Findings / destination inspection. Inspection at the port of discharge, followed by duty assessment and release.

Ports and transit

Apapa (Lagos)
The main gateway and the most congestion-sensitive of the Lagos berths.
Tin Can Island (Lagos)
The usual alternative when Apapa is backed up.
Onne (Rivers State)
Preferred for oil and gas work and for projects in the eastern region.
Port Harcourt
Used for Niger Delta and eastern corridor projects.
Lekki Deep Sea Port
Newer deep-water capacity east of Lagos; worth checking for large RORO calls.

Indicative transit from Shanghai, Lianyungang or Qingdao to Lagos is commonly quoted in a 25–35 day band. Sailing schedule and Lagos berth congestion move this in both directions, so we quote the current schedule with your proforma invoice rather than treating any single number as fixed.

What is driving equipment demand in Nigeria

  • The Lagos–Calabar coastal highway and the Sokoto–Badagry corridor, both long-horizon earthworks programmes
  • Rail rehabilitation and federal and state road resurfacing
  • Solid-minerals work in Zamfara, Nasarawa and on the Jos plateau
  • Oil and gas support work around Port Harcourt and Warri
  • Estate land preparation and housing around Lagos and Abuja

Check before you commit

Two points where public sources disagree and where we will not guess: (1) duty treatment — some sources describe ECOWAS common external tariff treatment for capital equipment while others cite a duty-plus-levy band in the region of 5–10% with VAT on top; (2) age limits — a 12–15 year practical guide is widely repeated in the trade but is not a single published rule. Confirm both with your licensed clearing agent before you commit, and treat any duty figure as indicative only.

Sources and review date

Reviewed 2026-10-18. This section describes the regulatory framework that applies to imports into Nigeria. It is not a statement that any particular machine is approved, certified or exempt, and it is not a customs ruling. Import rules change frequently — confirm the current requirements with a licensed clearing agent or customs broker before you ship.

What Makes Up the Landed Cost in Nigeria

  • FOB machine price, which moves with configuration, attachments and boom options
  • Ocean freight to your chosen Lagos or Onne berth
  • Marine insurance
  • Import duty, levies and VAT assessed at the destination port
  • Clearing and agency fees
  • The cost of delay — foreign-exchange allocation and berth congestion are what actually blow a Nigerian budget, not the freight line

Ask us for a quotation that shows each component clearly, so you can compare offers on the same basis.

Getting Excavators from China to Lagos and Onne

Most excavators we ship to Nigeria land at Lagos (Apapa or Tin Can Island) or at Onne in Rivers State. Two methods cover the range:

  • RORO (roll-on/roll-off): the machine is driven onto the vessel and lashed on deck or below deck. This is what we use for 20-ton and larger crawler excavators, and it is usually the best balance of freight cost and handling risk.
  • Flat-rack container: 7–8 ton machines fit inside containers or onto flat racks, which keeps them clear of salt spray and simplifies handling at the Lagos berths.

We clean and photograph each machine before it loads, and you get the hour-meter and serial-plate shots plus the load plan for sign-off. Freight is built up from machine dimensions and the port you choose — the shipping cost guide shows how that calculation works.

Which Excavator Class Suits Nigerian Ground

Nigerian work splits fairly cleanly by tonnage:

  • 7–8 t mini excavators for drainage, utility trenches and fence-line foundations in built-up Lagos, where a machine moves between small sites several times a week.
  • 20 t class — the class we quote most for Nigeria. It handles laterite cutting, estate land preparation and general road works.
  • 30 t and above for granite quarries in the middle belt and for bulk earthmoving on the long corridor projects.

Ground matters more than size here: laterite, the sandy coastal soils around Lagos and the harder material inland all behave very differently under tracks. Tell us the state and the material and we will advise on shoe width, bucket type and boom configuration. The excavator size guide walks through the selection logic.

What Nigerian Buyers Ask Us First

Three questions come up before almost every Nigerian order, and they are worth answering early:

  • How long does the paperwork take? The SONCAP Product Certificate is obtained in China before loading, but the Form M and the foreign-exchange allocation sit on your side and are the usual source of delay. We issue the proforma early so you can open the Form M while the machine is being prepared.
  • How exposed am I to currency movement? Naira movement against the dollar can outweigh any saving on the machine price itself. We put an explicit price-validity window on the proforma so you know exactly how long a quote stands.
  • Should I ship to Onne instead of Lagos? If the site is in the east or the Niger Delta, usually yes. Berth congestion at Apapa is a real cost, and it is worth deciding before we book rather than after.

Where These Excavators End Up in Nigeria

Machines from this range are working on federal and state road programmes, drainage and canal clearing in Lagos, estate land preparation around Abuja, granite quarries in the middle belt, and foundation work for telecom and power infrastructure. Tell us the state and the material and we can usually tell you what class is already working near you.

FAQ

Frequently Asked Questions

How much does it cost to ship an excavator from China to Nigeria?

Shipping cost depends on the machine size, the shipping method (RORO or flat-rack container) and current freight rates. Mini excavators can often be containerized, while 20-ton and larger machines usually travel by RORO. Send us your target model and destination port, and we will include an up-to-date freight estimate with your quotation.

How long does shipping from China to Lagos take?

Transit time from major Chinese ports to Lagos (Apapa or Tin Can Island) typically ranges from 25 to 35 days depending on the sailing schedule and port conditions. Onne Port is a common alternative for projects in the eastern region.

What documents do I need to import an excavator into Nigeria?

Your side carries the Form M, the foreign-exchange allocation and the Pre-Arrival Assessment Report. The SONCAP Product Certificate is obtained in China before loading through an appointed conformity assessment body, and the SONCAP Certificate follows from it. We prepare the bill of lading, commercial invoice and packing list, and we coordinate the origin-side inspection so it does not hold the vessel. Duty treatment and age guidance are both worth confirming with your licensed clearing agent, because public sources differ on each.

Which excavator size is most popular in Nigeria?

The 20-ton class is the most common choice for general contracting — road works, drainage and land preparation. Mini excavators around 7–8 tons are popular for urban utility works and tight sites, while 30-ton-plus machines serve quarries and bulk earthmoving.

What payment terms do you support?

Contact our sales team to confirm payment terms for your order. Terms are stated clearly in the proforma invoice before any payment is made.

Do you provide after-sales support for machines delivered to Nigeria?

Yes. We coordinate spare parts shipments and provide technical documentation and remote assistance after delivery. For Nigeria we recommend shipping a starter parts kit with the machine — the delay is usually in clearing a part through Lagos, not in sourcing it. Ask us for the parts list with your quotation.
